Yes, Chilean citizens must have a valid Canada eTA to enter the country.
A Canada Electronic Travel Authorization (eTA) is required for visa-exempt foreign nationals flying to Canada. An eTA is linked to a traveler's passport electronically. It is valid for up to five years or until the expiration of the passport, whichever comes first. If you obtain a new passport, you must obtain a new eTA.
Because Chile is not a visa-exempt nation, you will require a Canada ETA to enter Canada, whether you are a student, a temporary worker, or just visiting. You may also require one if you are passing through a Canadian airport en route to your final destination.
