Yes, Thai citizens and other visa-exempt foreign citizens must have a valid Canada eTA while flying into Canada, even if they are merely changing aircraft and do not intend to leave the airport.
Most Thai citizens traveling through Canada require a visa to enter and exit the country. Thai citizens holding an eTA, on the other hand, can travel without a visa as long as they enter and exit through a Canadian airport.
The Canada eTA for Thai citizens is not a work permit and does not grant the applicant residency in Canada.
